Re: 12 L tank
12L would be too small for one as it's only 2.6 gal. Bear in mind too that once you have any gravel, decor, heater, filter there won't be much swimming room left.
We recommend a minimum of 3gals but preferably 5gals.
A smaller tank will require frequent water changes to reduce the ammonia whereas a larger tank with filter, once cycled will need less maintenance and is much easier to maintain good water quality.

Re: 12 L tank
Alot of ebay sellers are just out to make a quick buck so will sell anything saying it's suitable for a Betta when it's not.
The bigger the tank the easier to keep and the more attractive you can make it look so it becomes more of a centre piece [You must be registered and logged in to see this image.]

Re: 12 L tank
Perhaps (and it is a perhaps - I'm checking out the viability at the moment) you could do a trio of male guppys or endlers in a 12 litre.
As others have said though, you're best off doing a really pretty shrimp tank if you want the 12 litre.
There *are* some fish that could do very well in a small tank, but they are very small and very hard to find in shops. It'll take quite a lot of research to find something suitable.
