Re: complete set ups
1. Nice sized 3-5g tank (hopefully with lights and lid)
2. 25 watt heater
3. HOB Filter/Small Internal Filter
4. Sand/Smooth gravel
5. Silk or Live Plants
6. Betta pellets and frozen bloodworm
7. Coconu Cave/Home Substitute to allow some privacy
Edit!
8. Of course betta once fully cycled!
9. Dechlorinator! How could I forget this?
10. Siphon & Net - to clean tank and move said betta around
11. Bucket for water changes
12. Mature Media or cycle product if cant get any to fully cycle tank before buyting the betta
13. Thermometer to regulate water temperature.
um...probably forgetting something as fuzzy headed, but that would be a good list to start with (me hopes
).
Are you looking into a complete new setup? Best place to browse if take the time is Ebay for a tank which will usually be much cheaper and come with some of the equipment depending on the seller.
I personally have gone to the live plant side as they are much more natural and the fish love them, though silk plants are really good close up too, plastic definately out for those gorgeous betta fins.

I'd go for a tank like the Aquastart 320, an airpump driven sponge filter (easy to maintain), sand substrate, lighting in aquastart is good for live plants so loads of cambomba and java fern plus some floating plants like frogbit.
Apart from a good quality betta pellet and live food, that leaves just the basic items like buckets etc.
