We have cherry shrimp in all our tanks and they've been fine. All our tanks are at between 78-80f. My bettas have been fine with them, the shrimp like to hide so you should have lots of plants, moss, wood etc for them. I can't comment on what they'd be like with the weather loaches as i've never kept them. Cherry shrimp won't eat your fish, unless they're dead. Some fish will eat the shrimp, bettas have been known to munch them but often the shrimp are fast enough to get away. The only way to find out is to try a few and see how they get on.

the shrimp should be fine but dependce on the betta and how agressive he is. the shrimp will be more active in 27-29C that bettas need but they wont live aslong as ing tanks that are nearer 15C. how big is the tank the loaches need to be kept in groups of atleast 6 and get to about 12" so need a bigger thank than your standard 3-5g betta tank. they also like colder temps aswell so they really need to go.
